The Former President's Woke Alarm Overlooks Europe's True Danger: Technological Stagnation.

The recent US security policy document offers a flawed view of Europe. It claims that open-border policies and so-called "woke" policies pose an existential risk to the continent's identity. However, this perspective rests on a fundamental misinterpretation of the reality. The actual danger confronting the EU is not societal but technological and economic backwardness.

The Stark Growth Divide Separating the US and Europe

Statistics paint a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. During this period, EU GDP per capita fell from over three-quarters to just half of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, roughly 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: The Core Problem

This widening economic gap is driven by superior productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at over ten billion dollars, versus just 14 in Europe.

This disparity raises a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU stand? Experts widely concede it is essentially a contest between two between the US and China, with Europe entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

Several major factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile network for funding startups. The EU still lacks a true capital markets union, which caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A US startup can launch a service under one regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is split among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are reasons for hope. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Key analyses on EU competitiveness and the single market highlight the necessity of major reforms.

With the right policies and regulatory reforms, these assets might enable much higher levels of commercial innovation.

Europe still possesses significant advantages: skilled workforce, top-tier education systems, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations could trigger a surge of venture creation.

Importantly, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly increase productivity by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now faces a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, without decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent loss of world influence.
